AACE Election Results Announced

Douglas W. Leo, CCP CEP FAACE Hon. Life will be President-Elect

AACE International is excited to announce the results of the 2018-2019 election. 

Voters elected a President-Elect; Vice President-Finance; Vice President - North American Regions; and Director-Region in Regions 1, 2, 4, 7, and 9. 

President-Elect

Douglas W. Leo, CCP CEP FAACE Hon. Life, will be returning to the board as President-Elect.  This will be a three-year commitment, serving in 2018-2019 as President-Elect, then as President for 2019-2020, and a year as Past President for 2021-2022.

Doug is the Senior Estimating Manager at Value Management Strategies, Inc. (VMS). He holds a MBA from Rochester Institute of Technology in international business. He has over 30+ years’ experience with an emphasis in total cost management, project estimating, and project consulting from both the prospective of the owner, engineering, construction industries, and the public sector. Since becoming a member of AACE International in 1993, Doug has become active in AACE International related activities. He has held elected office at the Association level, been active in standing AACE committees, taught AACE-sponsored courses, written papers and presented at annual meetings (now called the AACE International Conference & Expo), been an active member of AACE task forces, edited Professional Practice Guides (PPGs), contributed to Recommended Practices (RPs), and been highly involved in AACE membership at the section level.

Doug became a Certified Cost Professional (CCP) in 1998 and a Certified Estimating Professional (CEP) in 2008 as a result of his work on the CEP Task Force that developed the certification. Doug has served as the Chair of the Estimating Committee (2000-present), Chair of the Constitution and Bylaws Committee (2004-present), and is a member of the Ethics Committee (2017-present). Doug was elected and previously served on AACE’s Board of Directors as Director-Region 2 (2003-2004). He was elected three times as the president of the Genesee Valley Section and is a current member of the Kansas City Section. Doug has been recognized by AACE with the following awards: Fellow (2011), Outstanding Technical Subcommittee Chair (2015), Brian D. Dunfield Educational Service Award (2015), and Honorary Life Membership (2016).

All remaining Board seats are for two year terms.

Vice President Finance

Patrick M. Kelly, PE PSP was elected to serve as Vice President-Finance.

Patrick is a Director in Navigant’s Global Construction Practice with more than 20 years’ of construction-related experience, including construction management, contracting, project controls, CPM scheduling, Earned Value Analysis, Forensic Schedule Analysis for Delay and Disruption, and Claims and Dispute Resolution. He is a Professional Engineer, and in 2008 earned the designation as a Planning & Scheduling Professional (PSP). Patrick has a BS in Ocean Engineering from the United States Naval Academy. In his career, Patrick has been a US Navy Surface Warfare Officer, a Navy Civil Engineer Corps Officer, a contract & construction manager, a scheduler & project controls manager, a construction claims analyst, and a testifying expert on Critical Path Method scheduling and Forensic Delay Analysis. He has also written and published many articles on scheduling and Forensic Schedule Analysis, and provided training on both software and CPM methodology to schedulers, analysts, and construction professionals. Patrick became a member of AACE International in 2008 and since that time he has been actively involved in the Association by submitting papers for publication in Cost Engineering journal and presentation at the Annual Meetings (now AACE International Conference & Expo). Additionally, Patrick has held the Chair of the Claims & Disputes Resolution Technical Subcommittee for three years and is currently serving on the Board of Directors and Director-Region 2 (2016-2018).

Vice President – North American Regions

Les McMullan, FAACE was elected to serve as AACE’s Vice President – North American Regions.

Les is a Global Director, Project Controls as Hatch where he is responsible for worldwide oversight of project controls and has extensive experience interfacing and providing leadership to global regional groups. He has been an AACE member and advocate throughout his career with more than 35 years’ experience in estimating, project controls, and project management on capital projects. He is a graduate of McGill University.  He has previously served the Montreal Section as president for multiple terms and he continues to provide assistance to the section’s board. Les has frequently served as a guest lecturer at Montreal universities. He has authored or co-authored a number of technical papers on estimating, cost control, cost forecasting, change management, and project controls management at AACE’s Annual Meetings (now AACE International Conference & Expo). Les has worked in various industries including oil and gas, mining and metals, pulp and paper, and energy and has held senior project controls roles on international projects as well as corporate management positions in project controls and risk management for consulting organizations as well as owner organizations. Les is currently serving AACE as Director-Region 1 (2016-2018). He has been recognized by AACE with the status of Fellow (2012).

Five Elected as Director-Regions

Each Director-Region provides liaison between the AACE Sections, within their respective Region, and AACE’s Board of Directors and the Membership Associate Board.  Beginning terms as Director-Region will be:

  • Region 1: Bindu Amin, CCP EVP
  • Region 2: Omoniyi O. Ladipo, CCP EVP
  • Region 4: Adam T. Althoff, PSP
  • Region 7: Dev Tamboli, CCP PSP
  • Region 9: Danilo Arba

Bindu Amin, CCP EVP has been a member of AACE since 2005.  She has earned the Certified Cost Professional (CCP) in 2006 and the Earned Value Professional (EVP) in 2011. She has served the Chinook-Calgary Section in a variety of leadership positions including President (2016-2017). Bindu is a Project Controls Lead responsible for capital projects in the Oil Sands Business Unit for Husk Energy in Calgary.

Omoniyi O. Ladipo, CCP EVP has been an active member of AACE since 2005. She achieved the Certified Cost Professional (CCP) in 2007 and the Earned Value Professional (EVP) in 2010. She has served in a variety of leadership roles for the National Capital Section including president. She has been active in AACE on an international level as a member of the EVM Technical Subcommittee and serves on the Marketing Advisory Committee. She has previously been recognized by AACE International with the Outstanding Woman in Project Controls (2010). Niyi is a Program Manager for McDonough Bolyard Peck, Inc. (MBP).

Adam T. Althoff, PSP joined AACE in 2003 and obtained the Planning & Scheduling Professional (PSP) in 2012. He is a founding member of the Omaha Section (2016). Adam is the Director of Planning & Scheduling for the Kiewit Corporation.

Dev Tamboli, CCP PSP has been a member of AACE in 2010. He became a Certified Cost Professional (CCP) in 2011 and a Planning & Scheduling Professional (PSP) in 2012. Dev was a founding member of the Qatar Section and has served the section as president. He has served AACE on an international level as the Chair of the Committee for Mentoring Excellence. Dev works in projects monitoring for the Qatar General Electricity & Water Corp.

Danilo Arba has been active with AACE since joining in 2015. He is currently serving as the president of the Italy Section. Danilo is a Planning Manager for Westfield.

All elected Board of Directors members will officially begin their terms of office at the 2018 AACE International Conference & Expo, June 24-27, at the Manchester Grand Hyatt, San Diego, CA.

Proposed Amendments to the Constitution & Bylaws Pass

Members also cast their votes on proposed Amendments to AACE’s Constitution and Bylaws. Affirmative votes in favor of the amendments outnumbered the votes opposing by 2:1 which satisfied the AACE bylaws Article XII – AMENDMENTS, Section 1. “An affirmative vote) of two thirds of the valid votes cast shall be required for the adoption of an amendment to the Bylaws.” According to Section 9 “Amendments to the Constitution and Bylaws shall become effective at the close of the Board meeting following their adoption.”

These changes to the Constitution and Bylaws will incorporate two new associate boards (Marketing and Membership), and there will be additional announcements regarding the full integration of these two boards in the coming months. The Marketing Board will be responsible for strategic outreach and promotion of AACE’s products and services. The Vice President-Marketing Board will serve on the Board of Directors. The Membership Board will be responsible for driving membership growth and addressing member needs. The Regional Directors and Vice Presidents International and North American Regions will comprise the body of the Membership Board with the two vice presidents serving on the Board of Directors.
